He's not displaying how to do it because it would encourage people to go ruin real games using it. They are also on the PBE server, so it's likely a bug only the beta server has the ability to do.

PoM was changed to not give max resource anymore. Now it just increases resource regen after attacking a champion

I used it on Blitz in a prev video, but overall these games were done in a huge rush so we didn't fully optimize :p
