Ya, DivineDFP plays English 3tc almost every game with great success. The civ is definitely neutral depending on the map and matchup.

Offensive: spanish, german, russian, swede, mexican, aztec, lakota, chinese, and hausa
Neutral: french, british, ottoman, italian, japanese, haudenosaunee, and ethiopian
Defensive: dutch, maltese, portuguese, indian, inca, and usa

I kind of disagree about chinese. Depending on the map you can build your feudal landmark right on enemy base and go from there.
