Joe Schizoid SC was garbage that year. QB was a walk on. After highly rated recruit Connor Mitch started the season. Sucked. Then got hurt. We tried another 4 Star QB and he sucked big time too. So Orth was the best we had.
It would be awesome if you could dig up the Citadel’s 10-3 win over Arkansas in 1992. It was so embarrassing the Arkansas coach resigned a couple days later.

You have to be set for 1 second before the play starts. The receiver up top was moving from the line of scrimmage into a slot position just as the ball was being snapped. He lined up wrong. If he didn't move, it would have been an illegal formation. He had no choice but to try to get back, but the ball was snapped immediately thereafter. You ARE allowed to have 1 person in motion, as long as they are not going toward the line of scrimmage, but they need to be set first.
No, it was a pretty flagrant false start. Watch the slot receiver on top. He moves back a step less than a second before the ball is snapped. As @Elijah Foster notes, the entire line has to be set for a full second before the snap of the ball; the only permissible movement is legal motion in the backfield, which has to be lateral motion. Any forward or backward motion on the offensive line less than a second before the snap is a false start.
You can see from the Carolina QB's reaction that he knew it. His job there is to call a timeout, but Carolina had no timeouts left. And he couldn't slow the cadence because the whole line was timed to it - they would all have jumped early. An elite NFL QB might have been able to do something, like audibilize to the same play, but college teams are not that sophisticated. If a college QB ever audibilizes at all, it's just to switch to an alternate play that the coach had pre-called. I suppose it's possible the QB was supposed to do that here and just screwed up - but it's unlikely.
What makes the call look dodgy is that the whistle blew _very_ late, while the pass was in the air. Ideally the whistle should have blown immediately after the snap. But the call itself was exactly correct.
