Topher isn't available. At least in season 2 they are kinda giving him a reason to stay away: Kitty being to much, and still not regarding him as an adult. It was really weird in season 1 how they tried to play him off as a really involved parent, but then we never saw him again and Leia never mentioned Eric and her doing anything or going anywhere together back home.

I hope we get an episode with Donna and Kitty settling the whole mom thing once and for all, because I'm pretty sure it has a lot to do with Midge's unfortunate demise. She was Donna's mother and Kitty's best friend.
If Topher grace never left this show in the first place, it would have probably had a run and speciality like Friends. It was such a great and special show, but ego got in the way.
