The truck looks like his line is good. Possibly the police car was overtaking and overlapping into the oncoming traffic lane and had to pull in to avoid head on. Possibly the infra changed, forcing the truck to pull further out from the roadside. The cycle lane looks wider than others I have seen.
I'd probably say that's police trying to get ahead at a merge and probably sitting in his blind spot. They are advanced drivers so should have know/read the road and realised they'd put themselves in a shot position
Probably the police fault I see one lane there, the cycle lane proberly forced lorry driver over when the police tryed to squeeze past :p (unless they was trying to stop it)
I wish that one of those officers had gone back to the idiot in the Mercedes that we see at 1:56 when he was sounding his horn at 00:47 - 1:00... well, you know what I mean.

I used to be friends with this kid when I too was a kid, one time we were out in a field near a road, maybe 100 metres away. He could name off ever brand that went past, I just sat there, couldn't name off one, not a single one. :')

Unless anyone was a witness then this is just mere speculation as to who was at fault.
Police car was not wearing any high viz or helmets, they were basically looking for it.
