I'm fairly sure the game only lets you skip the tutorial if you already have a character with a certain level.

No, it kept all life skills, contribution, as well as journal progress

Its not a bug. In the past he made a seasonal character and he deleted it before he completed the season pass. If you do that, the season pass doesnt reset.
