I'm on console(we just got the basic updates with the cloakers first appearance for payday 2 and armor transport dlc). Did they update the game where cloakers run like a normal human and cant go through walls go to kick you. Also he has a 5 meter attack range so he downs you before he even gets to you. Did they update the cloaker and make him balanced?(We just got the overkill dlc :/).
Cloaker... fixed? Nah, but what causes that to happen is lag, if you notice sometimes they will stand still while chasing someone else. Makes em easy targets to headshot! Other than that, no, cloakers still do their crazy stuff of running through walls and such!

True, I also find the skill just too situational. It is fun to use, but I don't think it's worth it as well.
