Generally speaking, if you intend to emigrate to a country that does not use your native language without at least intending to learn, you will never be happy.
This is not specific to France except that the French are not very good at learning foreign languages. Mainly this is also true for, particularly English speakers who perhaps expect us to make the effort for them. No?

1:16, 'Nice is a tiny paradise' ?? Nice is the 5th largest city in france, around 500,000 people. Very expensive too, not a place to choose if you're on a budget
Also Annecy has direct TGV connections to Paris, around 4 hours. Annecy to Geneva, about 1 hour by train, not too bad considering how beautiful Annecy is.
If you choose Toulouse you have easy access to THE PYRENEES NOT the Alpes! Toulouse to the ski station Axe les Thermes is around 2 hours by train or car for example. If you just want to hike in the Pyrenees you can get there in about an hour.

Please, learn proper pronunciation. It’s “Ann-ssi” not “Ann-ess-ee.”

Sad to watch the way people make themselves useless! They go "to visit" a foreign countries and they will die because the local people: "don't speak english"! 😂😂😂
