They are not entitled to the HRH in front of Duke & Dutchess. They are not recognized as Royals as they left any & all Royal duties & responsibilities that go to earning those three letters. Harry is still referred to as a Prince but not even he gets the HRH anymore. The guy announcing them didn't do his homework. But those two have proved to be more clownish in their demand for privacy. (Non existent) So I guess this faux pas just adds to the dark humour.
The real royals never take their coats off - they dress appropriately for the occasion.

This is one reason why one of the "royal rules" is to always wear your coat in public. Either wear it or don't wear it, but don't bring it and then have to deal with this type of awkward fumbling in public.
