I would more consider it a level, as the effort put into it is most likely that of a current featured level nowadays. (And, in my personal opinion, I would hate to see this decorated into some eye watering mess.)
Levels like this are effect packed, and use these basic plain blocks because fakes can be made more simply. They also add a layout feel to them :p levels like Power are good examples. They are based on effects, and have the basic 1.0 layout blocks, yet look epic. Also, the need for fakes is for rotating and backgrounds, so the player doesn’t clip and die on them.
