If the rocks there are calcine in nature (marble, limestone, etc.) and there's a vein of charcoal in the area (trees seem sparse there), learning to crack and slake quicklime in something like a steel tub or a metal barrel cut in half would mean being able to make concrete or cement. The material is strongly alkaline, so large protective gloves may not be a bad idea either. All kinds of structures can be built that way, and they would hold up against erosion better than anything using plain mud as the mortar. Also the options to continue with laid stone masonry, or coming up with forms and pouring cinder-blocks. Might be a learning curve if not entirely familiar with that material, given how much aggregate is desired, pouring and troweling, and figuring out curing times for it to set.
If that's what's out there, then it would seem that even with relatively primitive methods to quarry the resources - there is no shortage of building materials. The question would be the amount of time one would be willing to put into it.
Even if the desire or local tradition is to find caves or tunnel for shelter, those things allow for making more finished dwellings.
I don't know how to make such a strong mortar... I mean, you can make something like concrete with materials available in nature... Yes, most of the stones in this area are limestone.🌹🌹

Wow...me encanto ese refugio/cueva tan bien camuflajeado con ese arbusto para tapar la entrada. Se ve comodo y con su chimenea para confeccionar los alimentos.
