9:00 g4 to f5 might be best but i am scared of the queen getting trapped, would send it back to d8; really hate black's position

13:22 f4 to try to trade off his good bishop and open the f file

My opinion is if one Rook is developed and the other isn't. Develop. Unless there's a very good reason not to always develop, and sometimes if there is a good reason, ignore that reason and develop.

I like your pawn sacrifice idea, but I think the main thing is you didn't commit fully to it with Rae1 and f4. I also said Rfe1 but this was very instructive. Your activity was way better and you were unfortunate to not be significantly better I think, mainly due to the static pawns. (but f4 solves this)

B-f4 accepting doubled f pawns to get a clamp on e5 is a known idea in these queen pawn opening structures.

Interesting game tho. I rarely go for pawn sacs even with some compensation, but my games are also not that interesting.

1% of players sacrifice freely. I like your style, it was just hard to think of anything constructive to do. Black was good at seeing the threats and groveling his way to victory. Fear Factor.
