There are too many Railway stations where IRCTC provide executive lounge facilities. Please go through the IRCTC official website for more details.
To know about your credit card is eligible for free access or not please co-ordinate with your bank. Only the Card in this video mentioned is provide free access.
For other bank card details please co-ordinate your Bank

Charges will be applicable for per person. Only one person is allowed on a single IRCTC credit Card. There is no need of Railway ticket. But they will provide priority on ticket
