The biggest thing you need to have a good army in a democracy is a sense of patriotism and nationality among it's citizens....These western European nations have been so afraid of nationalism since ww2 that even waving English or British flag at rallies is now seen as fascism but its ok if people are waving Palestinian or Pakistani or Khalistani flag, they call that multi-culturalism. Also if you invite everyone in your country, even those who actively hate your country and have completely different values then your country is eventually going to loose its identity.

If UK declares a war with Russia, it will find itself difficult to get volunteers. Majority of volunteers for British army come from Caucasian background, they do not consider Russia as an enemy. During recent riots many even hailed Putin as a great leader(compared to the leaders of UK, Putin is doing an amazing job) Recent imports from middle-east and pakistan will not join army, even if there is a conscription. They would prefer to spend time in prison with friends than die fighting for crusaders!
