That is not a whistle. Its called blow-off valve. Normally in turbo engines a boost pressure is created in the duration we accelerate the engine which is then sent back to the engine intake. What this blow off valve does is as soon as we ease the gas pedal, this valve releases the boost pressure out in the environment instead of sending it back to the engine thus making this sweet lovely sound.
