And the reason that it is used as coolant now is as an alternative to ethylene glycol which is toxic and notorious for harming domestic and wild animals when they drank spilled coolant from cars. Of course, water is the cooling component of coolant and the glycol prevents freezing and evaporation, not the cooling.

Leave it to the FDA to approve a marginal product, but block something that would actually work.
