After the directors defense I'm comfortable blaming Shift UP. He embraced the changes as his. The censorship makes even less sense with the bikini right there too. Why not just add a second option for the full swimsuit if you wanted a more modest option?
They were design changes, not censorship.

I imagine it is more a change for style than for censorship, because the changes are too subtle to have the motive of censorship.
