Why people saying "g" when the original name is with "h", for example "herman hesse" in german and in Russina it's translated by "g" and here I've heard "german gesse". What it depends on?

For example in Russians you can often hear "germes" instead of "Hermes", although many try to pronounce it properly) because we have the name of this hero sound like germes) and the name heman always sounds like german. Just as Harold would sound like Garol'd

Little theory here. There is no exact sound which represents same sound as English 'h'. Yes, we do have "х", but it is way more 'hard' sound than 'h'. And for the sake of understanding that there is a letter old fellows Russians chose "г" instead of "г". But still
