Frank Welker’s voice had a lot of editing and audio engineering put into it. You at least nailed the watery tone of his, add some SFX, and you’d sound almost exactly the same.

You’re pretty close, but you wanna use your tongue. If you lift your tongue and talk really breathy, it’ll make the gravelly parts easier to do, and it’ll sound closer to his voice.
