It should be applicable to almost any case, but would also depend on local regulations, and how much height you want to gain. There is a golden rule about stairs: 2xRiser + 1 step = aproximatedly 64 cm. This rule considers the natural step length of an average person and makes it effortless to use.
Minimum average compressive strength of brick shall not be less than 7.5 N/mm2 when tested as per IS-3495 (Part- 1):1976... what you said is for Minimum "crushing" strength of brick is 3.50N/mm2..
