An officer has the right to have someone step out of the vehicle and detain them. It’s a very sensible thing to do if there is suspicion that the driver is fleeing from a crime or may have weapons/drugs on them.

The entire transaction could have been done with the driver seated in his vehicle, state the infraction, and ask for license and proof of insurance, the pat down search wasn't warranted.

The officer is not required to tell him the reason of the stop immediately, he can perform other steps he believes necessary to control the scene beforehand - like get the driver out of the car to prevent him from fleeing or get him out of traffic, ensure that the driver doesn't pose a risk, etc. There could be discussion whether the frisk was reasonable, but he may have seen the pocket knife and so believed the driver to be armed. During all this, the officer remained courteous and proffesional. All in all, stellar work.

It wasn't. Cops have to have probable cause in order to pull someone out of there car. He didnt even have to roll his window all the way down. It was just a speeding ticket solely based off a witness statement.

This statement is exactly why there is such a problem with the police force in America. They have been given unreasonable authority and they think they are above all. The guy was racing. Nobody should ever be asked or pulled out of a vehicle for a traffic violation.
They definitely can be, especially a high flight risk like the street racing suspect, or in places where staying in the road would be dangerous. The officer has the right to order him out and it is a lawful order. See Pennsylvania v. Mimms
Just because it is a law does not mean it's right. The guy pulled right over when he turned his lights on. He was not a flight risk. Racing somebody on the street is totally different than running from the cops. It's a traffic violation. That's why he only got a speeding ticket and got to drive away. Again I will say, there is no moral reason to pull somebody out of a vehicle for a simple traffic infraction. If a cop does it's because he has been given the right to do whatever he pleases. You'll have to take that up with the Supreme Court. Pennsylvania vs. Mimms, 1977. That's 45 years of having the authority to ask anyone to get out of their car and check them for weapons. Whether or not you want that to be the case, or think it's reasonable, they do in fact have that authority.

it makes him look good in front of other officers. If another officer shows up he is going to tell the suspect the same thing because he doesn't know if he has been searched. It just ensures other officers that he is doing his job by controlling the situation. Plus hands are dangerous and show intent of his actions give the officer a sub-conscious heads up on his intent to cause harm.

Under Pennsylvania v Mimms, the officer can order the driver to exit the vehicle and the driver is required to obey.
The officer is not required to tell him the reason of the stop immediately, he can perform other steps he believes necessary to control the scene beforehand - like get the driver out of the car to prevent him from fleeing or get him out of traffic, ensure that the driver doesn't pose a risk, etc.
There could be discussion whether the frisk was reasonable, but he may have seen the pocket knife and so believed the driver to be armed.
During all this, the officer remained courteous and proffesional. All in all, stellar work.

Nope if he knew his rights and wanted to go to jail and wanted to catch an obstruction charge and an evasion charge and a street racing charge, he should have demanded the supervisor and not gotten out.
The reason cops don't tell you why they pulled you over first, is because it could lead to the person trying to drive off, resist, etc. If they think that reason will get them a ticket or arrested for sure.
This was highly unprofessional. The suspect was cooperating. I’m extremely pro law enforcement however this department needs an overhaul.

A cop doesn't need to tell u why he pulled u over they do it because its either their departments policy or out of courtesy.
