Sadly yes. You cannot visit without the tickets but the ideal scenario is, you can book from the nammatrip or Karnataka tourism at least 2-3 weeks before. Also you can book from Make my trip and other sites as these guys buy the tickets in bulk and sell at higher price from their website. Sadly it is what it is. You cannot go without ticket as the forest official will stop you at the entrance. Also if you book during the middle of the week (Mon to Friday tickets) you will get better chance of getting a ticket.
