Um the expel thing is a logical ruse also mineta was actually useful in the season 5 aka the class 1-A vs 1-B arc also his quirk restrains the aquatic villains in the USJ attack.
He expelled a whole class before and he planned to expel izuku in canon if not for him figuring out a way to use OFA without destroying his arm in the process. Mineta showed no such qualities at the time. Invisible girl ranked higher than Mineta in canon as well hence why I expelled him here
