360° Excavation around the boundary fence is done to make a trench that will be used to create a hurdle for spectators to enter ground and existing grills will be removed. The same can be seen in new design of stadium. This technique is already used in Lucknow Stadium of India.

From the plan gantt chart, the digging near boundary fence is of a trench. If you see Ekana Stadium in India, there is also a prectective trench with small fence to limit spectators inside the stadium.
It seems PCB is also going to adopt this trench and may eleminate the Jangla High Fence
