It's definitely not a necessity. People have lived in the state for hundreds of years without AC. We need to design our homes to be more breathable. Now our houses are like cardboard boxes with a heater inside because we don't design them to have good ventilation anymore. I suggest you go to an old Florida cracker house or an Opossum run home and see how much cooler they are compared to the homes and buildings we have today. Those are homes designed to combat the heat.

Places like Italy, Spain, Greece,Cyprus, etc. have always been very resourceful and don't waste electricity. They like the open windows and natural breeze.
Gotta keep in mind their air is also cleaner. Here in the US if you are in a major city and open a window your just breathing in smog and dust which on top of the hot air isn’t very fun
