“Chaos” is a free-roam/challenge mode, “Revolution” is the story mode. You unlock characters and levels for “Chaos” as you play through “Revolution,” but the story mode is so tedious and repetitive (there’s like 150+ missions but only four different levels and very little mission variety) that I can’t imagine why anyone would bother with the challenge mode.
That's why we had cheat codes back then. Enter Unlock Everything and Chaos mode was actually pretty neat to just muck around and kill npcs, I don't think I played the actual storymode more than once.
@@HisNameWasCrazy I got like half or maybe two-thirds through the story mode when something glitched out and broke the game, never picked it up again after that. Fortunately Vice City was out by then.
There's some conflation between publisher and developer here. Rockstar only published this game. It was developed by Vis Interactive.
It was also released as a budget title, I remember it only being like $25 when it came out. Basically Rockstar wanted to get their name on something vaguely GTA-like to bridge the gap until Vice City came out later in the year.
Rockstar published a lot of fun budget stuff at this time. They even sold a Japanese developed surfing game which came with a clip on surfboard controller. (The original Japanese version had a cooler neon yellow board though)
True, but it was still released with their logo on the box cover art. I don't think the average teenage gamer was clued in on the difference between devs and publishers in 2002.

Yeah, but it had Rockstar’s logo on it, so many probably thought it was by them.
You guys have no idea how hyped I was for this game as an edge lord 14 year old. They were marketing it during development as the most violent, unhinged game ever made and I fell for it hook, line, and sinker.
Don't blame you. No, seriously, I have my fine share when it comes to games, tv shows, and film series in my teen years in the mid-2000s based on aesthetics, plot, and fighting choreography based on my genre preferences included trends at the time and trailer in them. Plus, it's happening again in the mid-2010s to late 2010s in my late twenty. That's why I like watching behind the scenes documents, including Matt's What happened? series from YT. Looking into the roots and development process and some articles from the Internet and magazines.
This felt like a GTA mission they tried to stretch into an entire game.
I remember this because this was the last time EGM ever did a cover story on a game they also had an exclusive first review for. They wanted to get the jump on the next big Rockstar published game after GTA 3 and this was looking like another open world-ish (kinda?) bloody hit, so the issue had a big main article and the first review in it.
They stopped this practice after the EGM reviewers gave it 6s across the board in the issue and admitted they got too ahead of themselves there.

Pornstar Gauge plays litter sister of the male character best friend. He's forced to watch her against his will after his friend ditches him to smoke weed with some other friends. Anyways of corse he talks her in to having sex and during the blowjob scene She says "I've never done this before" and He says " Well your doing it now". hahaha Matt for sure got FUCKED having to play this garbage ass game lol.

this was actually developed by VIS Entertainment and published by Rockstar but I think the Rockstar logo on the case made people believe otherwise
Yeah the marketing for this absolutely did everything possible to push the HEY THIS IS FROM ROCKSTAR angle which since they published it that was their fault. I had no idea it wasn’t developed by them until a few years ago.
To be fair alot of people don't really understand the concept of the publisher and developer being different things. Specially in those days.
It was a wonky beat em up... but I have a soft spot in my heart for it.
This was the first ps2 game I owned. I love it😅
IF we buy record numbers of Shark Cards, Rockstar promises to remaster this with their standard level of respect 😐
Rockstar has so many other games they could remaster and they don't. I don't think this game is that high on the list.

It really does have big Dreamcast energy.
I do wonder if it was originally intended to be a dreamcast game, really feels like a fusion of like the rampage missions and like crazy taxi or something.
I bought this like 20 years ago for 5 dollars and kinda loved it. Once you unlock a bunch of stuff, you can just run around as a huge black dude doing giant swings to crowds of military guards and blowing up buildings with bazookas. The story mode is very difficult at times, especially during escort missions, and this was well before Streetwise. 😄

My mom got me this for Christmas, I played it for 10 mins couldn't figure out what to do, got frustrated, and forgot about it until like Spring Break. I picked it back up because of was bored one day and everything just clicked and I started defeating levels left and right and could not put the game down. It became a favorite of my childhood.

I remember seeing ads for this game and wanting to play it so bad, then I played it at my cousins and couldn’t get thru more than 5 minutes with out being completely confused on what to do.
It was a tedious game, so when they did the Xbox version, they cut a lot of the repetitive missions and added some new stuff like multiplayer. It's way better than the PS2 version. Iirc the 2nd game was just a 3rd person shooter.

Dude I had a Nokia 8310 in 2001 when this game came out, that thing was absolutely tiny! Phones back then were awesome, but not smartphones. by any means.
I remember when this came out it was pretty big deal since it was only a few months after September 11 and the idea of shooting up a mall and playing a terrorist was a little controversial. But I still remember sneaking some beers and playing this with friends, just mindless over the top chaos. Good way to pass the night.
Man GTA never looked so fun..... 😅 i gotta admit the beatem up style isnt too bad of a concept, just wasnt executed properly

Bought this on day one strictly for the RockStar name and the gimmick of having so many character models on the screen at once.

I remember _State of Emergency_ from the early 2000s; I even have a copy of the game, too. In my opinion, the game is basically a hybrid of an open-world game, arena-style fighting games like Capcom's _Power Stone_ franchise, and 3D beat-'em-ups like Sega's _Spikeout_ . Also, given the time _SOE_ was released (post-9/11), the game's storyline might have been inspired by the civil liberties that Americans lost due to the Patriot Act.
Matt, if you don't mind cheating, there's a cheat code that will let you skip missions, which is perfect for the escort missions, which can get control-pad-breaking difficult. Keep up the good work.
I remember having this on the X-Box and using the custom soundtrack mode. I had lots of Bad Religion and Offspring at the time so my games sounded like Crazy Taxi but with murder.
I still throw this one on every couple of years 😂

This game isn't _THAT_ bad. There's a sort of mindless chaotic fun to be had with it. If you go in expected brainless arcadey nonsense and not an open world action adventure, there's entertainment to be had. It also sort of speaks to my anti-corpo mind and the whole going apeshit on the corporate state thing is very cathartic to me.
I used to play this with my cousin and we didn't know what was going on or what we were missions. We did like the combat but that was short moment.

I bought this game for 20 bucks cause i didn't have enough money for the popular titles after saving money to buy a ps2. It was fun at first but got old quickly .u keep bringing me back to my teen years, lol.

SOE looks like RenderWare engine similar GTA3 but there is no info from VIS and no RW reference inside binary code.
That mall and all the NPCs kinda gives me proto dead rising vibes.
These games were just stupid fun. The missons were broken beyond belief but i enjoyed the chaos. Wished they actually refined it, could have been good modern beat-em up

SoE was a game that was a blast to play in short bursts, but if you play it for too long you get bored.
It had a fun premise as a riot simulator idea, but if it had a bit more like driving cars and going into buildings to cause destruction it might have added more depth to it.
Believe it or not I had a lot of fun with this game back in the day. The awfully tedious Revolution mode sucked but thanks to a handy Unlock Everything cheat code (god bless the era of copious cheats) Chaos mode allowed some of the most over the top rampage mode civilian killing carnage I ever had thanks to the still very impressive number of onscreen characters. Getting the mini-gun and unloading on a street full of about a hundred npcs? Pure bliss.
Matt, you oughta play Mad Streets if you want a funny beat-'em up that will make you die laughing. I know Max and YoVideogames played it and it is RIDICULOUSLY HILARIOUS, plus I think you'd like the Revenge of the Nerds kind of background with the guy that looks like Ogre, lol. Just a crazy interesting game.
Hard to believe, but there was a time when Rockstar had other games besides Grand Theft Auto.
Dude there was a solid time period where in terms of expectation and word of mouth hype Rockstar was everyone's new most beloved company. And they earned it in such a short period of time. You have to think about it for a minute to get the full gravity of this following statement but there was a time when Rockstar would seriously do things like create a game using a film license for a cult classic movie from the 70s. And as if that's not bonkers enough the game turned out to be good because of course it did it was Rockstar. Noone did that kind of shit. They were defining the industry and doing whatever the fuck they wanted creatively for a period from about 2001 to 2010 ish. And everyone loved it. They released GTA 3 in 01, a fully fledged sequel that was even better in 02, and then did it again just two years later in 04 while expanding the size of the game from one city to an entire state. Considering the scope of those games at the time they came out that's just insane.

I liked this at the time, but the camera wasnt good, and the story is like 60% escort missions. Tge only beat-em-up of this scale at the time was Dynasty Warriors. An update to gameplay would be nice, but why would anyone do that

Actually I played and beat with 100% this game in an afternoon many years ago when I was young.
It wasn't that bad except hear that annoy announcer all the time with the line: "Kill the corporation's guards for bonus score!"
Gosh... he repeated that thing ALL the time!.
SoE2 had a more dedicated storyline, and the mechanics were marginally better, but the overall vibe just wasn't as fun as the first game (and the first game is bearable once you get going).

God, this game is/was such trash. I received this game back 3 years ago for free and I tried it out of curiosity because I remember seeing the cover everywhere when I was younger. But man, I was not ready for the wonky combat, little health pick ups, schizo nav point system, braindead escort NPC's and overwhelming meat fuck fest of baddies that would just 1-2 shot you or your escorts with explosives/melee wpn's so you would have to restart missions consistently to the point that you felt like you were in purgatory.
Game was baaaaaaaaaaaaaaaaaaad man. I have NO IDEA how they got a sequel out of this.

My friend and I obsessed over this game for a couple of weeks back in the 00s. It gets pretty difficult later on. I can't even recall if we actually beat it.
I think after the Chinatown level I gave up. It gets *really* annoying.

I still have my Xbox copy of this game, and i’ve beaten it too. Objectively it’s not a good game with it’s mission designs and clunky shooting, but I have a soft spot because of nostalgia, as well as how it funnily reflects early 2000s edgy violence. I didn’t even know this had a sequel till much later, and after seeing what it was, I saw it was for good reason.
