to keep it simple: Hakari gets to shoot a marble(random power level) and close train doors in the middle of the air(random power level), then he has to wait to see if he gets a jackpot, if he does he gets temporary infinite Cursed Energy(which he also uses to auto-heal himself), everything else is about random cues that might happen indicating his odds of Jackpot being altered and that after many rounds without jackpot the rounds start getting faster(which reduces the interval between his techniques and tries of getting a jackpot). Basically Hakari is like a guy who plays Exodia and bids his time until he gets lucky and destroys you

The effects give a percentage extra chance for Hakari to win the lottery. He can choose the effects, but their effectiveness is dependant on pure luck. The part that gets people confused the most is the cutscenes in between. Japanese collab pachinko machines tend to use cutscenes from anime or a series as product placement. They're also indicators of if Hakari won or not. Hence why the manga guy was hoping the guy in the cutscene would get on the train, cause that would mean he lost the lottery and would have to spin again.
