I don't think anyone got really mad. Thing is that Bahubali was a 2-film concept from the start and not a film and then a sequel because it was so successful. So it just does not make sense to watch part 2 and not 1. Other films like this are Salaar, Kalki 2898 AD and also the new Devara.

There are a lot of film industries in India with
Bollywood being the biggest (Mumbai based, Hindi),
Tollywood (Telugu film industry in Andhra Pradesh and Telangana)
Kollywood (Tamil language film industry, based in Chennai)
Mollywood (Malayalam film industry in Kerala)
Sandalwood (Kannada language film industry in Karnataka)
Jollywood (Assamese language film industry in Guwahati, Assam)
Ollywood (Film industry of Orissa, India in Oriya language)
Dhollywood (Gujarati)
probably forgot a few smaller ones...
and an incredible number of films coming out every year.

No action is not the only genre succeeding in India. The years biggest hit is Stree 2, a horror comedy. Other Bollywood successes of the year are Fighter (air force war action), Shaitaan (horror), Crew (comedy), Teri baaton mein aisa uljha Diya, (sci-fi romance) Chandu champion (sports drama), Bad news (comedy) and Lapaata Ladies (drama).
Other industries have similar variety of hits.
The internet is an echo chamber, and relying only on recommendations will create such misimpressions. People flock to your site based on their liking of movies you react to and will recommend similar movies leading to a self perpetuating circle. The few movies that are different have fewer recommendations and are hence overlooked.

About the action recommendations: I think there are mostly male viewers -> onesided recomendations. The earlier typical very sugary romantic Bollywood films are not recommended that much. Somewhat in that area and new: Hindi: Laapataa Ladies, Bajrangi Bhaijaan, Telugu: Sita Ramam, Hi Nanna. Period films: Padmaavat, Bajirao Mastani, Devdas. Drama: Maharaja (Tamil), Kahaani, Drishyam 1+2 (Hindi).
