      National Assembly consist of at least 350 sworn-in members of parliament.
      Once the National Assembly is constituted, then that said National Assembly is parliament that can vote in terms of section 53 to pass a bill. Section 53 sets out a quorum for passing of a bill and for election of president and speaker.
      But section 53 cannot apply without a parliament being constituted by section 46(1) minimum requirement of at least 350 members.
      The IEC does not create parliament by mere announcement of election results. It is only when 350 elected persons on the party-list take the oath of office is the parliament than constitited. Just like the State President is president only upon being sworn-in into office.
      President-elect is not president. Elected persons on the IEC party-list are not parliament or members of parliament. They only became members of parliament when they are sworn-in thus taking the oath of office and assuming their allocated seats
