I'm a non-European PhD student and I didn't receive any of this information when I arrived and it was very difficult to find everything by myself. It's good to know the references exist (better 2 years later than never) but I would suggest (in general) being more pending of new foreigner students... A welcoming talk in english good be a good idea.
