It looks like a nice place to visit in the summer. When was the last time you visited Yokohama Hakkeijima Sea Paradise? I have the paper brochure for Sea Paradise, it was available at the Sydney office of the Japan National Tourism Organization. Sea Paradise is owned by Seibu Holdings.
As for the beach, it is very close to Tokyo. The seawater is pretty to some extent. It's a little cloudy, but it doesn't contain much harmful substances like in the past.
