Erwin admitted to Levi that he cared more about reaching the basement than saving humanity, and Levi eavesdropped on conversations between Armin, Eren, and Mikasa about saving humanity and such. Levi knew Erwin's heart wasn't really in it.
I think there's a lot of arguments both either of them being saved that Levi considered, ranging from what you said, to practicality, but that in the end he found Armin's dream of seeing the ocean more hopeful and important for humanity than Erwin's search for answers in the basement

We the audience were shown that Marley was something of an evil empire, so their taking it over to then broadcast to the world their REAL story, explaining how the Rumbling was used in self defense and will only be used in self defense. If they rule Marley with benevolence, eventually some of the world will have to recognize the truth and they should gain some allies long before 50 years, once again remembering that many countries hated Marley. In this way they can become a real player on the world stage while avoiding genocide

So from that Erwin concluded that the government narrative wasn't the full truth. ((Also his final words involved him asking his father how are we sure humanity is extinct causing him to toss his arm out and stop Levi))

ahh well imo the most powerful reveal in aot was when Grisha's photo revealed that humanity outside the walls hadn't perished. They were in fact not alone which quickstarted the entirety of season 4.

So from that Erwin concluded that the government narrative wasn't the full truth. ((Also his final words involved him asking his father how are we sure humanity is extinct causing him to toss his arm out and stop Levi))
