I am charging one 18650 cell and I just want to glow an led when the battery is 4 volts charged(or towards 100% or 95%) .. could you please help me ..

It is not OK. At 4.2 V, all 4 LEDs should have been on. At 3.5 - 3.6 V, just 1 led. Below 3.5 V, it doesn't have to illuminate any LED light . The Li-ion battery is destroyed if the voltage drops below 3.2 V .
Connect a 10k pot at + And adjust the potentiometer until all led lead up at 14.8V ... That should work..I think And add a push button to stop draining the battery when you need just push and see Thanks for watching Have nice day
