Kakashi can copy ninjutsu because what he did is copy the hand seals used to perform ninjutsu. And only Kakashi can do that, he is a genius with 4 chakra elements. Have you ever wondered why there is only the title "Copy Ninja Kakashi" but no "Copy Clan Uchiha"?
