Can a vessel in restricted in her ability to manoeuvre be at anchor? I mean a vessel showing RAM light and two white light showing a vessel at anchor...
Arthik Katoch at anchor a RAM only displays the red white red in a line and the two green on the clear side and two red on the obstruction side. No anchor lights. In fact even the fog signal at anchor is the same as when making way, one long and two short. The only other vessels that do t show anchor lights are fishing vessel and trawling vessel. In all cases they switch off their side lights and stern light, the trailing vessel is the only one to keep her mast head light (if it’s more then 50m)

When Making way - it has a sidelights and sternlight
When at Anchor - no sidelights and sternlight
What you forgot to show is that by day a RAM vessel at anchor will still need to show ball diamond ball where can best be seen (but no anchor ball)
