Mam, in Al2O3 and As2O3 the charge is +3 right ? then why does it form amphoteric oxide?

In P block we have learnt that the bottom most oxides are basic, the top most oxides are acidic and the middle ones are amphoteric.
The trick- more is the oxidation state more is the acidic character, +1/+2/+3 is basic, this works the best for d block elements.
