They are infrared photo transistors and LEDs, they measure the amplitude if the light bounced back from the wall, the closer it is the larger the signal.

That is the suction fan. There is a skirt under the mouse that hugs the floor and the fan creates a vacuum effect holding the mouse down so it can go faster without loosing traction
