Timothy Goebel 2001 Nationals Long Program

You have to give Goebel the technical mark but Savoie's program and pure skating ability is clearly stronger. How would you split them; who would you mark as 1st place?
Underscored as always, Savoie's program was actually only given 3rd on the night. Todd Eldredge received higher marks for a performance that certainly was not better than Savoie's and also had considerably less technical content. I'll add a link later so we can compare to that as well.
