Already Baroda-JNPT 8 lane highway in progress from district of palghar, thane and raigad district from ecosensitive area.. now this project have very less connectivity to other region of Maharashtra.. rather have one highway that connect Surat and Mumbai, Maharashtra already have JNPT port (which has connective to southern and northern region).. so only beneficiary state is Gujarat. mostly Surat. Maharashtra have to bear 26 percent of cost i.e approx 20 Thousand crore.. (Gujarat not paying any penny for this) inshort Indian prime minister thinking about Gujarat

Then location and connectivity to hinterland are important. Western coast is best for trade with Middle East, Africa, Europe and America.
