    This is not the only dog that has been gifted to him. He got a labrador from his defence minister, an akita from Japan and and bulgarian shepard from Bulgaria. He was offered another Akita from Japan as a mate for the one they gave him but he declined it.

    What about when Khrushchev gave Kennedy a puppy? The puppy was Pushinka, son of Strelka the Space Dog. Strelka was one of a double dog mission to orbit and one the two animals launched into orbit and recovered safely. Strelka was pred with a male dog to see if she would have mutant puppies after exposure to space radiation.

    This is partially remembered, but you asked for what I know about Turkmenistan. When the Bolsheviks came to power in Russia there where several reforms removing the Orthodox Church from people's everyday life, and there was debate about trying to do that with some of the Muslim population in the south of the Russian territory. And it was decided that it would be too much of a fight too much of a risk too much of a waste of resources to try to put in those kind of reforms. And part of that area, that was too dangerous to attempt to "reform" is modern day Turkmenistan.

      It was definitely a very good strategic decision in hindsight to not actively punish people in those countries for practicing Islam. There would have been severe backlash and potential growth of religion-influenced resistance to Soviet rule.. instability and Jihadist movements could have arisen from that. Compared to many other majority Muslim countries in the world, these countries are considerably less conservative and I think that's because they were allowed to keep embracing many critical parts of their culture under foreign occupation. Of course the Soviet Union was still oppressive to many, but I think this is an area that they handled correctly

    It's actually not a strange way to hold a puppy. That's the scruff of its neck. Perfectly safe and normal to hold puppies this way. This is how their mothers carry them. Now, ADULT dogs are a different matter. lol

      I know it’s normal and doesn’t hurt the dog but it’s just hilarious watching a world leader pick a dog up by the scruff of the neck and wave it around like a kid who just caught a snake or something then awkwardly hand it to another world leader 😂

      Yeah tick born diseases are no joke, lyme can attack various parts of the body causing symptoms like Parkinsons, crohns, rheumatoid arthritis, it can build up biofilms in organs preventing them from functioning, and even infest the cns!     There's another interesting element here on the roles of symbols in nation states. By emphasizing things that make Turkmen identity different and unique, it also reinforces the notion that there is legitimacy in the independence of the country. Not a bad focus to have when dealing with a major power who has a history of colonial ambition in the area.

    I've seen people pick up puppies and kittens by the scruff, especially people who work around animals a lot, and I've heard the explanation that mother dogs and cats will carry them like that. I always thought it must not be very comfortable for them and prefer to snuggle-hold puppies anyway though

      it’s ok for kittens and puppies when done *correctly* but you should avoid doing it to adult animals. and honestly there are more comfortable ways for them to be held, it’s just that they don’t really mind the scruff thing

      It sucks as a way to just hold them but if you need to paralyze them to treat a wound there is no better option besides drugging which is only really required for surgery and stitches.
      You'll never convince a cat that isn't okay with you messing with its wound that it is okay.
      It becomes the standard of those in the business of handling them because they often don't have the time to get to know each animals temperament and need to get the job done.

      It’s a quick way to pick them up which doesn’t require bending down quite as much. I also think it’s an effective way to communicate the difference between physically correcting behavior(like pulling a kids arm), and picking it up cuz u want to snuggle or take it somewhere.

    Puppy’s and kitten. Likely all mammals on four legs have an instinctive reaction when picked up by the mothers jaws in transport. The hind legs tuck up and they are essentially paralyzed. You’ve seen it on nature programs all your life - if not nature directly.
    That trait can last from a young kitten or puppy - into adulthood. And if it doesn’t and you try it on an adult dog - it may turn and take your arm off.
    Edit: apparently there is terminology for this

      Yeah...it is a lifesaver when you've got to take the bandages off an injured cat.
      The only other option is drugging them.
      Try as you might you will never convince a cat that doesnt have chill how to chill. Much less when injured.

      I recently saw a video that said there are almost no nerve endings in the back of a cat's neck, often called the scruff. I don't know if that is true or if it applies to dogs, too.

    For a young puppy this is OK. I think the age of this particular puppy is too much for it to be safely lifted this way.
    For a younger puppy, my family was into dog shows, and I have done this. This puppy in the video is too heavy though.
    (A young puppy can be picked up by the scruff of it’s neck without causing it any pain. It is in fact, how it’s mother moved it around at the beginning of it’s life. Simply grab one of the puppies that you have your eye on, and pick it up by the loose skin on the back of it’s neck with one hand, and hold it up high."

      I was taught the same thing 30 years ago about mothers carrying their puppies by the neck and them having extra skin for that reason. There are a lot of people who still assume this.

I never picked up puppies like that but am from the post ussr country myself and I have seen ppl picking up puppies or kittens by the scruff multiple times - and none of those times was a test, though. It's just how some ppl pick up dogs, especially when they are not attached to hem. Dog sellers, new owners that buy them. Even my mum did this to get a kitten out of her way. Maybe in Turkmenistan there is such a tradition as a test to the puppy, but in this case he, thankfully, was not shaking the pup, just passed him. For a post ussr person it looks like a "seller" just giving his dog to the new owner. What i really deslike - is that bloody monster picking the puppy so lovingly. Almost cute! Then goes and starts wars all over the globe.

    Yes, like the other commentators said, this is how female dog, cat, leopard, tiger, lions carry their young around. The "pups" will usually remain calm and quiet so that to avoid detection during the move. Too bad, human baby does not have loose skin on the neck, otherwise Duchess of Cambridge could have controlled Prince Louis easily during the recent incident in UK.

    you've really never seen a dog handled like that? I can understand not liking it, as i don't do it, but its extremely common and its called scruffing. puppies and kittens have scruffs to be carried safely by their mother, and when they are carried they have a hypnosis response so they don't wiggle around.
    Though I should point out that you shouldn't be doing this to a puppy of that weight, around 8 weeks for large breeds is about when it will start to hurt them.
    also while you shouldn't pick up an adult cat like this, pinching their scruff can still trigger that hypnosis response and calm them down, not sure if this works with adult dogs though.

    Not gonna lie, my grandfather and then father both expressed this method as a way of telling dogs apart, the purer the breed he said the less likely they are to cry out. It was interesting to see the video unfold. Excellent content as always!
    And one more unique observation, Putin is holding the dogs back paw with his left hand. Almost certainly to avoid the dog slipping out of his arm but also because short of doing so, he would have to squeeze the dog harder to the point of probably hurting the puppy. It's impossible to hold a heavy dog with one arm without squeezing hard on the rib cage. He's being so very gentle with the animal.

    Great video, Phil. Cultural context does matter in both foreign relations and in its media coverage. Of course, having a head of state doing such act and the reaction will be as expected (LOL WUT?), most fitting for clickbait but as you said what he did was a symbolic gesture of a strong geopolitical (and economic) alliance.

    Their internet is hyper-restricted. I worked in the Republic of Georgia as a teacher in an American School and our company had a location in Ashgabat. We had professional development with teachers who lived there and they were so happy to be in an unrestricted environment. Even a VPN didn't do much because the internet there was so poor.

    We always picked up puppies and kittens like that where I am from. It renders them immediately calm and submissive. Pick up a kitten by its scruff and watch the reflex action illicited from the brain and nervous system in a few seconds.

    Phil, I expect you might be interested in reaching out to the various associations of "Returned" Peace Corps Volunteers from Central Asia's Stan countries. Look for "RPCV Kyrgyz Republic association" or similar and you can mine a lot of information on this kind of question. I served in Kyrgyzstan 25 years ago and can tell you the difference between besh and bashi and all that kind of thing still, but there's a little subculture of a few thousand American teacher types who used to live in villages across the world.

    Loved the video! I’ve been fascinated about Turkmenistan since the John Oliver episode. Gurbanguly is quite the character and I once made a powerpoint presentation about him to show a group of friends. I never did learn why he held the dog like that but I’m glad I know now!     People all over the world pick up puppies that way, it's not a special Turkmenistan thing. It mimics the way that dogs pick up their own puppies.

      Great point. Just to add: although at a certain point scruffing them that way due to its weight and age isn't ideal and would only be uncomfortable for the pup. The puppy doesn't look like it was born yesterday but a bit on the "hefty n happy" side..I couldn't see its momma carrying it in her mouth, but the pup following by her side as it's a bit grown up (as u can see in the video).

    Putin was clearly annoyed with how the puppy was being held, he jumped up to properly hold and cradle the pup instead of being heavy handed. He clearly has a heart

    my grandma and everyone from my family in Europe picks up puppies like that. It's a perfectly fine way to pick up your pup and if you use google it you'll see that so many do it without, and nobody is testing the dog its just a easy way to pick up a puppy. Pretty sure farmers even in the US hold dogs like that. You might just be reading slightly way too much into this.

    Actually, the only question I have now, after this excellent presentation, is: Does holding the dog like that hurt it? Does shaking it hurt it? Where is the dog now? That last question is probably impossible to answer, just curious. Shaking a baby causes brain damage, are puppies the same? I don’t think you went overly deep, I think it was understood on both sides what it meant. Thank you!

    Mostly when I think of Turkmenistan I think of it as one of the "totalitarian three", along with North Korea and Eritrea it is the most authoritarian country in the world.

    I remember this because I watched it like 3 years ago and as I didn't knew much about Putin at the time, I thought of him as a likeable person and was confused why everyone was so surprised he rescued the puppy. 3 years later, he went out of his way to prove me wrong. The comments were right. I stand corrected.

      Yea, I'm also curious what happened to the dog. He'll be around 5 or 6 by now.
      I hope the dog wasn't just shipped off somewhere shortly after the photoshoot and he's having a nice life and gets plenty of love and exercise.

    I find it hilarious that most people complaining about how the dog was held obviously have never been around a mom and her puppies. It's like when this girl told people I neglected my dog because her food bowl was always empty when she came over at night. But she never owned a dog and didn't realize your supposed to feed your dog on a schedule especially when your dog gets wet food.

    come on Phil, you googled enough about him to realise he's batshit crazy :D i worked at a local university (in Russia) where students would regularly miss studies and eventually drop out without ever starting to study even though they had our official visas because Turkmenistan's border control believed they want to flee the country, they just never come. it's so widespread no-one is surpirsed. it's impossible to extend your passport, too, so even if you manage to go to another country for education and would like to stay there for good - welp, there is literally no way to extend your passport except go back to Turkmenistan, hopefully extend it but probably never manage to exit the country again

    Yes, you should pick them up by the scruff of the neck because that way they don't squirm. Because as you pointed out, they're moved by the family adults. It is in the DNA from when dogs were wolves. Other species like bears, cats, and just about any species out there will move them this way.

    I love how Americans try to pronounce the 'kh' sound authentically. But they put too much pressure on it. I would pronounce the 'h' sound at 1:27 the same way I pronounce the 'h' in 'hospital'
