It is, and it even has even LESS advert breaks than US CN. Sometimes they even manage to fit three shorts on a 30min slot.
The best part is at 4 in the morning, where they air a few classics that rotates monthly.

I remember watching Dragon Ball Super on Cartoon Network LA (Mexico feed) on Royal Carribean criuse ship, but it was in Japanese, via English SAP. But when watching the channel there, you can't change the audio. Because this international CN channel dosen't air the Funimation dub, only the original Japanese version, with the titles, and credits translated in Spanish there.

DBZ Kai is also in Japanese on the English track, despite the Next bump being in English.

Yes, same with some other shows that are left in respective language like Jorel’s Brother is left in Portguese, and Power Rangers: Ninja Steel was in Spanish, and I thought it was supposed to be in English, but it’s not. Last time I watched CN LA was in August, during my cruise to Key West, and Havana. Which Americans also watch aside from the original US channel on the ship from Royal Carribean. However it’s hard for me to find the CN LA stream online in English, but I only found it in Spanish online, after watching it on the ship.
