Old comment, but worth noting: in Xtreme Legends, all officers are unlocked by default. In addition, Dynasty Warriors 4 in general edits all stages to _remove_ officers of your own faction from the enemy side, including stages where they would normally be recruited. This is to avoid the player choosing that character, then finding themselves fighting... themselves. so Zhang He _only_ appears in Yuan Shao's forces here if you're either in Free Mode, or haven't unlocked him yet in regular Dynasty Warriors 4. Curiously, this effect also removes Zhang Liao from Hu Lao Gate for _everybody_ in the Anti-Dong-Zhuo forces in Musou Mode, despite him only being playable for Wei there. As far as I know, he's the only one to be removed from a musou mode stage despite not being playable for the current faction.
Yeah, they don't make difficult DW games like this anymore. Edit: Actually I just learned from a game developer (not developer from DW, but from another game) that console games these days have become much easier because mobile games are everywhere nowadays. Mobile games are generally easier to access as well as generally having lower difficulty in gameplay. If console games are deemed too difficult, players (especially the younger ones) would lose interest too quickly and would change their interest to mobile games. And since today's games also require higher budgets to develop, developers could easily lose money if they lost customers/players who don't want to play difficult games.
