BSNL completely stopped his network and other services then how from where they have got the money to refund the loan/credit taken from others.
Secondly BSNL is belongs to central Govt and hence question does not arise to increase due from others.
Closeing down of Central Govt agencies business means totally failure of Central Govt and also this govt don't want to take a risk of such agencies employees and their pay and pension benefits are to be paid
