Nice introduction. But one thing needs to be illustrated more. The men negotiated with Japanese troop was not from the two villages under attack. Rather, it was the leader of Sqalu Kingdom, jr. Toketok , who stood out and signed peace treaty with the Japanese representatives. The mordern researchers doubt the power of this treaty since the Kingdom had lost its control to many Paiwan villages at the moment of Japanese invasion.

Just want to add, Charles Le Gendre, the American consul who negotiated a peace treaty with the Seqalu Tribal Alliance in the Rover incident, was heavily involved in Japan's decision to pull off the Mudan incident. Charles Le Gendre obviously fell in love with Taiwan since the 1866 Rover incident, and returned to the island to visit his Plains Aboriginal friends at Siā-liâu, as well as visit Grand-chief Cuqicuq Garuljigulj at Ciljasuaq, the capital village of Seqalu, for abour 18 times. During this time, he submitted suggestion for the US to annex Taiwan based on Qing's initial claim that China didn't have sovereignty of aboriginal lands, and hence were responsible for the Rover incident. Le Gendre's friend, William Pickering made similar suggestions to the British crown. After his suggestion was turned down, Le Gendre was devastated and decided to return to the US. En route to the US, Le Gendre's ship made a stop in Japan, where he was summoned by the Japanese government and showed great interest in Le Gendre's proposal. That's when Le Gendre officially became an advisor for the Empire of Japan, and Le Gendre was instrumental in the planning of the Mudan incident, and even provided the necessary maps, intel, as well as his friends as contacts. Had Le Gendre not been arrested by the US in Shanghai a couple of weeks prior to Japan launching their expedition, Le Gendre would have accompanied the Japanese troops back to Taiwan. Le Gendre's motivation seems to be that he and his friends, such as James Horn, who accompanied Pickering and Le Gendre to Ljangaw (Kenting) during the Rover incident, came to the realization that Han Chinese will inevitably encroach on Pingpu and Seqalu lands if Qing was allowed to continue their governance and wipe out their culture has they have done to the Aboriginal tribes along Taiwan's west coast. James Horn actively tried to establish a safe haven for the Pingpu tribesmen by relocating them to Kavalan, but demised in an unfortunate ship wreck. Le Gendre seemingly negotiated for the Japanese government to grant his friends special treatment to ensure the survival of their culture and traditions. That's why Japanese troops landed and stationed in Siā-liâu and were guided by Le Gendre's Pingpu friends. Then his friends in Ciljasuaq weren't attacked by the Japan, and helped arranged a cease fire. The original goal was for Japan to control Ljangaw, but the Japanese were hit hard by tropical disease and Qing sent Western trained troops to force them to leave. The Japanese withdrawal forced leaders of Siā-liâu and Ciljasuaq to suck up to the Qing government and paid and helped Qing to build a walled city in Hengchun, weakening their power in the region, and gave way to more Chinese encroachment.
Very interesting. Commodore Perry, too, lobbied for the US to colonize Taiwan. On his second visit to Japan, William Perry stopped over in Keelung. He availed himself of this opportunity to investigate coal deposits in the area. His lobbying back in the US fell flat. Soon the Civil War was front page and Formosa was forgotten. By the time the US conquered the Philippines, Taiwan was already Japanese.

When Le Gendre called in the Marines for a punitive operation against the Seqalu tribal alliance, the death of one Lieutenant Commander Alexander Slidell MacKenzie triggered the decision to withdraw. He was a nephew of Commodore Perry.
