One way to see if the discs are exactly the same is to see if the technical specifications (audio, subtitles, aspect ratio, etc.) match with the older discs. Just a tip in case you rebuy a movie and wonder if the discs are exactly the same.
Now that you told your opinion on the Balto movies, I'll tell you my opinion now. Balto: This was a really great classic. I really enjoyed it a lot. It was really emotional, and the story plot was great. You can thank James Horner for the beautiful soundtrack that it has. 10/10 Balto II Wolf Quest: The new sequel wasn't really as good as the first one, but I still thought it was pretty decent. I liked how it had the spiritual things like the crow and that white wolf. Even the songs were pretty good compared to some lame songs that the Land Before Time sequels had. Even adding Aleu made it kind of cute and adventurous too in the quest they had. 8/10 Balto III Wings of Change: This sequel was my least favorite out of all the Balto movies. It didn't seem as interesting as the other ones. One thing I didn't really like about it was adding a girlfriend to Boris. Overall, it was still kind of good, and having Kodi and the other wolf dogs race against a plane felt creative in my opinion. 7/10
If you ask me, "Balto 3" was WAY better then "Balto 2". "Balto 2" was a disaster as it had little to no connection to the original film, whereas "Balto 3" while not perfect, was much truer to the spirit of the original.
*Balto (1995)* Its a really underrated film. Its animation was beautiful, its story was powerful and exciting, the voice acting was spot on, the music fit the mood well, and while not a perfect film, its still worth a look. *8/10* *Balto 2: Wolf Quest* (2002) What's worse then a cheap direct VHS/DVD sequel to a good film? How about a cheap direct VHS/DVD sequel that has ZERO in common with the first film. Its story was a horrid mess that made my brain hurt, the voice acting was kinda meh, the animation sucked, and lets just say there's one image that'll give you nightmares. The concept for the movie sounds cool, but its super out of place in a Balto sequel. *2/10* *Balto 3: Wings of Change* (2004) While not as good as the first one, "Wings of Change" is a MASSIVE improvement over the headache inducing train wreck that is "Wolf Quest". Its story, while a little cliche, is more in line with what Balto is about. The animation was better, the songs were.....eh, the less said about Stella the goose, the better. Its at best okay. *6/10*

They are missing from the second and third movies, unfortunately. All we're missing though is a game and movie trailers pretty much, so it's not you're missing a whole lot.
