Sorry for the late reply. As a Teaching Assistant you will be assisting a professor who is teaching the course. Depending on the field and the type of the course your duties will be different. If it is a laboratory course TAs are responsible for conducting one or two lab sections, demonstrating, asserting students and grading weekly lab reports. In lecture courses mostly TA support is used for discussion, class activities, exam proctoring and grading.

Application process for masters program is similar to the PhD process. However, it is little tight to get fully funded scholarships for masters. There are some universities that offers opportunities like that, but in general it is very competitive to get one.

1. Not really but I would keep it only 1-2 pages.

For PhD process you wouldn't need anyone for sure. But for undergrad, i'm not sure. Even if there are some I do not no anyone in particular, sorry. Usually you would not need any consultants even for the undergrad application process. There are lot of good resources online and you should be able to DIY.!
