Doubt here is a material has PIR with X vendor and source list is maintained for the same material with Y vendor and both vendors are in same time period and are valid, now while PO creation which vendor will be picked (X or Y) ?

Normally pir vendor will be picked and if you have fix then source list vendor will get picked, if you have block then it will avoid that vendor
