Colorado has twice voted to NOT host the Winter Games despite the Olympic Siting Committee wanting Colorado as a host ever since the earliest winter Olys began. Hosting showy sporting events is not in the best interest of any city/state (except LA).

I used to be worried about "3rd world corruption" as narrated by the West, but NOT anymore ---- I am now more concerned about Capital Flight. I am NOT concerned about how much is looted, I am more concerned about where that loot ends up in, and whether it remains within the economic jurisdiction it was stolen from....
The West have literally legalized corruption in their jurisdictions, they can "lobby" and pay bribes lawfully, what they cannot and are not allowed to do, is launder or capital flight whatever money they receive as bribes...

India is a dump of a country where the majority of people struggle to make ends meet, it's a 3rd world country with aspirations of being a 1st World country... but are unwilling/or unable to financially uplift the citizens of India. Corruption in that dump of a country is rife unfortunately, overpopulated and have shot themselves in the foot for offering services at such a low rate just because they are desperate for work. India will continue to be a 3rd world country (just like Pakistan) until they are willing to turn down work due to the pay not being high enough... but I just don't see them doing that unfortunately 😕

Even now with a supposedly anti-corruption government, there is rampant corruption. The top politicians themselves are clean since the PM leads by example but the lower level politicians and bureaucrats are extremely corrupt. Somehow, the central government has been soft on these culprits. India has no hope of overcoming rampant corruption in the foreseeable future.
When even IAS officers indulge into it without any shame, what else do you expect? And people say we need educated Leaders as if education gets rid of human greed.
As you said all PM can do is lead by example (which ge is) but if his gov starts to go against the grassroots level "leaders" all that's gonna happen is he'll end up weakening his own foundation.
