Godzilla Battle Line | Leader Ability Rebalances

In this update of Godzilla Battle Line, leader abilities were rebalanced to scale their damage per level. Abilities that do strictly percentage based attacks, like Kiryu, and ones that do no damage were not affected.
All levels fixed at 20.
