Of course it's not as simple as to make people laugh, there are meanings behind it. The real question now is that did Dazai really act as a fool or disguise as a fool? By which I mean even if it's to keep his secret. Because there are certain moments in the anime when Dazai ate poisonous mushrooms or when Dazai pretend he wants to go to the toilet but instead he actually wanted to meet the mafia.
In 55 minutes noval, Atsushi found Dazai inside a trash can and then Dazai explained his plan and said "adios" while rolling all the way down the street in the trash can and Atsushi thought "kunikida think this is normal?" 💀. Also in the next scene when Dazai was shown he cut two holes in the bottom on the can to fit his legs 💀. He said he was undercover
